Luhansk has grown from the settlement Luhansk Factory based under the decree of Catherine II in the end of XVIII century in the area of ore and coal deposits detection. On September, 3rd, 1882 the settlement Lugansk Factory became the city of Lugansk. In the thirties the Soviet authority renamed it into Voroshilovgrad, having made it the regional center, and only in 1990 its initial name returned to a city.
On the area and the population Luhansk is included into 10 largest cities of Ukraine.
According to official data of the Luhansk City Council, the city population makes 438 thousand people, and the agglomeration population — 517 thousand inhabitants.
Luhansk covers 1,31% from budgets in the outdoor advertising in Ukraine.
